Walberton Neighbourhood Plan

Walberton Parish Council (WPC) has prepared a Neighbourhood Development Plan (NDP) for Walberton.  Further details are available on the Walberton Parish Council website.

The following stages and documents have been completed.

Statutory stage Further information & documents
The 2020 NDP Review Walberton Parish Council (WPC) sought to modify the made Walberton NDP in 2020 in light of changes to national and local policy.  In doing so, the following was carried out:

  • Reg14 pre-submission consultation between 03 July and 14 August 2020.
  • Reg16 submission consultation between 12 November 2020 and 07 January 2021.
  • Independent examination followed by the Examiner’s Final Report in March 2021.
  • A decision statement was agreed by Arun District Council (ADC) in March 2021.
  • A referendum was held on 06 May 2021, and 91% voted in favour of the revised plan.

The original made Walberton NDP (March 2017) contained 41 policies.  The updated Walberton NDP has modified nine policies from the original plan and has added five new housing allocation policies (all outside the National Park) and one new policy on childcare facilities.  The remaining policies from the original plan have been saved in the revised Walberton NDP.

The revised Walberton NDP – incorporating the Examiner’s modifications and all other modifications as per the Decision Statement – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, on 14 July 2021, was formally made part of the Development Plan for the South Downs National Park area of the parish.

Plan “Made” (Adoption) The Walberton NDP – i.e., the Submission Plan incorporating the Examiner’s modifications and all other modifications as per the Decision Statement – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, as a result of the SDNPA resolution on 09 March 2017, has been made.

The Walberton NDP is part of the Development Plan for the South Downs National Park Authority of the parish as defined by the Neighbourhood Area designated on 14 March 2013.

The made Walberton NDP can be viewed at the following locations:

  • South Downs Centre, North Street, Midhurst, West Sussex, GU29 9DH.
  • Arun Civic Centre, Maltravers Road, Little Hampton, West Sussex, BN17 5LF.
Referendum

A referendum was held on the Walberton NDP on 01 February 2017.  Further information on the referendum is available on the Arun District Council website.

There was a 48% turnout, with the following results:

  • Yes = 95.66% (749 votes)
  • No = 4.22% (35 votes)
Decision Statement Arun District Council (ADC) agreed the Decision Statement for the Walberton NDP in September 2016.  This sets out the modifications that were made to the Walberton NDP prior to referendum.

Independent Examination

Arun District Council (ADC) appointed Mr Edward Cousins as the Independent Examiner of the Walberton Neighbourhood Development Plan (NDP).  The Examination was carried out via a public hearing on 16 March 2016 at the Walberton Pavilion. 

The Examiner published their final report in July 2016.

Regulation 16 – Submission Consultation Arun District Council (ADC) published the submitted Walberton Neighbourhood Development Plan (NDP) for consultation between 21 October and 02 December 2015.  Further information, including the accompanying documents, can be found on the Arun District Council website.

Regulation 14 – Pre-submission consultation Walberton Parish Council (WPC) carried out a pre-submission consultation on the Draft Walberton Neighbourhood Development Plan (NDP) between 18 August and 29 September 2015.

    Designated Neighbourhood Area A consultation on an application to designate the Walberton Neighbourhood Area was carried out between 30 August and 18 October 2012The SDNPA designated the part of the Walberton Neighbourhood Area that is within the National Park on 14 March 2013.
