Rowlands Castle Neighbourhood Plan

Rowlands Castle Parish Council (RCPC) has prepared a Neighbourhood Development Plan (NDP) for the parish of Rowlands Castle. Further details are available on the Rowlands Castle Parish Council webpage.

Plan “Made” (Adoption)	The Rowlands Castle NDP – i.e., the Submission Plan incorporating the Examiner’s modifications as per the Decision Statement, and the identified mapping corrections – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, as a result on the SDNPA resolution on 09 November 2023, has been made. Made Rowlands Castle NDP The Rowlands Castle NDP is part of the Development Plan for the South Downs National Park area of the parish as defined by the Neighbourhood Area designated on 24 April 2017. The Rowlands Castle NDP can be viewed at the following locations: South Downs Centre, North Street, Midhurst, West Sussex, GU29 9DH.
Mapping Corrections	The SDNPA identified two mapping errors, and these were corrected by Rowlands Castle Parish Council (RCPC) on 30 October 2023. The corrections were as follows: Map 14 (p33) – The location of the Ice House, Old Idsworth Garden was corrected. Map 16 (p44) – The field rear of Nos 63 and 65 Links Lane was removed from the settlement boundary as RCPC explained at Examination that they were not proposing to revise the settlement boundary as defined in the East Hampshire Local Plan Second Review (2006).
Referendum	A referendum was held on the Rowlands Castle NDP on 19 September 2023. Further information on the referendum is available on the East Hampshire District Council website. There was a 23.5% turnout, with the following results: Yes = 96.5% (593 votes) No = 3.5% (22 votes)
Decision Statement	East Hampshire District Council (EHDC) agreed the Decision Statement for the Rowlands Castle NDP on 17 July 2023. This sets out the modifications that were made to the Rowlands Castle NDP prior to referendum. Decision Statement
Independent Examination	East Hampshire District Council (EHDC) appointed Mr Andrew Ashcroft as the Independent Examiner of the Rowlands Castle Neighbourhood Development Plan (NDP). The Examiner published their final report in June 2023. Examiner’s Final Report
Regulation 16 – Submission consultation	East Hampshire District Council (EHDC) published the Submission Rowlands Castle Neighbourhood Development Plan (NDP) for consultation between 13 February and 27 March 2023. Regulation 14 – Pre-submission consultation	Rowlands Castle Parish Council (RCPC) carried out pre-submission consultation on the Draft Rowlands Castle Neighbourhood Development Plan (NDP) between 17 June and 14 August 2022.
Designated Neighbourhood Area	The SDNPA designated the part of the Rowlands Castle Neighbourhood Area that is within the National Park on 24 April 2017 following an application from Rowlands Castle Parish Council. Designated Neighbourhood Area
