Lewes Neighbourhood Plan

Lewes Town Council (LTC) has prepared a Neighbourhood Development Plan (NDP) for Lewes. Further details are available on the Lewes Town Council website.

The following stages and documents have been completed.

Statutory stage Further information & documents
Plan “Made” (Adoption) The Lewes NDP – i.e., the Submission Plan incorporating the Examiner’s modifications and all other modifications as per the Decision Statement – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, as a result of the SDNPA resolution on 11 April 2019 , has been made.

The Lewes NDP is part of the Development Plan for the town as defined by the Neighbourhood Area designated on 08 May 2014.

The Lewes NDP can be viewed at the following location:

  • South Downs Centre, North Street, Midhurst, West Sussex, GU29 9DH.
Referendum

A referendum was held on the Lewes NDP on 07 March 2019. Further information on the referendum is available on the Lewes District Council website.

There was a 24.83% turnout, with the following results:

  • Yes = 92% (2,993 votes)
  • No = 8% (268 votes)
Decision Statement The SDNPA agreed the Decision Statement for the Lewes NDP on 17 January 2019This sets out the modifications that were made to the Lewes NDP prior to referendum.

Independent Examination

The SDNPA appointed Mr Andrew Ashcroft as the Independent Examiner of the Lewes Neighbourhood Development Plan (NDP).

 

The Examiner requested further information during the Examination.  If you are looking for any historic information and documents – including the Examiner’s information requests and the local planning authority and qualifying body responses – then please email neighbourhood@southdowns.gov.uk.

The Examiner published their final report in December 2018.

 In January 2019, an update to the Sustainability Appraisal (SA) was carried out on the Examiner’s recommended modifications to the Lewes NDP.  The update concluded that none of the modifications had resulted in any changes to the significant effects of the Lewes NDP.

Regulation 16 – Submission Consultation

The SDNPA published the Submission Lewes NDP for consultation between 11 June and 23 July 2018.  Alongside the above, the SDNPA also carried out a focused consultation on the proposed Local Green Spaces (LGS) and Local Community Spaces (LCS) designations in the Plan.

Habitats Regulations Assessment (HRA)

The latter report provided a supplement to the HRA Screening Statement in light of the High Court Judgement – “The People Over Wind, Peter Sweetman v Coillte Teoranta” (Sweetman II Judgement) – issued in April 2018 by the Court of Justice of the European Union (CJEU).

Regulation 14 – Pre-Submission Consultation Lewes Town Council (LTC) carried out a pre-submission consultation on the Draft Lewes Neighbourhood Development Plan (NDP) between 08 May and 21 June 2017.
Designated Neighbourhood Area A consultation on an application to designate the Lewes Neighbourhood Area was carried out between 29 January and 14 March 2014.  The SDNPA designated the Lewes Neighbourhood Area on 08 May 2014
