Lavant Neighbourhood Plan

Lavant Parish Council (LPC) has prepared a Neighbourhood Development Plan (NDP) for Lavant. Further details of the NDP preparation are available on the Lavant Parish Council website.

The following stages and documents have been completed.

Plan ‘made’ (adopted)	The Lavant NDP – i.e., the Submission Plan incorporating the Examiner’s modifications and all modifications as per the SDNPA Decision Statement – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, as a result of the SDNPA Planning Committee resolution on 10 August 2017, has been made. The made Lavant NDP. The Lavant NDP is a part of the Development Plan of the South Downs National Park area as defined by the Neighbourhood Area designated by the SDNPA on 14 March 2013. The made Lavant NDP can be viewed at the following location: South Downs Centre, North Street, Midhurst, West Sussex, GU29 9DH.
Referendum	A referendum was held on the Lavant NDP on 18 July 2017. Further information on the referendum is available on the Chichester District Council website. There was a 24% turnout, with the following results: Yes = 86% (272 votes) No = 14% (43 votes)
Decision Statement	On 11 May 2017, the SDNPA Planning Committee agreed the Decision Statement for the Lavant NDP. The Decision Statement sets out the modifications that were made to the Lavant NDP in response to the Examiner’s recommendations. Lavant NDP Decision Statement. The Lavant NDP was modified accordingly and proceeded to referendum on the 18 July 2017.
Independent Examination	The SDNPA appointed Mr John Slater MRTPI as Independent Examiner of the Lavant NDP. The Examiner published their final report in April 2017. Examiner’s Final Report.
Regulation 16 – Submission consultation	The SDNPA published the submitted Lavant Neighbourhood Development Plan (NDP) – in accordance with Part 5 of the Neighbourhood Planning (General) Regulations 2012 – for consultation between 10 January and 21 February 2017. The following documents were submitted for consultation: Reg16 Lavant NDP. Basic Conditions Statement. Consultation Statement – Volume I (Main Text). Sustainability Appraisal. The above documents were supported by the following background documents: Assessment of Potential Development Sites. Community Matters. Heritage Assets Review. Historic Flooding. Lavant Watershed Biodiversity Opportunity Area. Open Space Review. Rural Housing Needs Survey Report. Settlement Boundary Review. The SDNPA Planning Committee agreed the SDNPA’s consultation response on 09 February 2017.
Regulation 15 – Submission	Lavant Parish Council (LPC) submitted the Lavant Neighbourhood Development Plan (NDP) and accompanying documents to the SDNPA on 08 November 2016. The following submission checklist was completed by the SDNPA. Lavant NDP Submission Checklist
Regulation 14 – Pre-submission consultation	Lavant Parish Council (LPC) carried out a pre-submission consultation on the Draft Lavant Neighbourhood Development Plan (NDP) from 10 March to 28 April 2016. The SDNPA Planning Committee agreed the SDNPA’s response on 14 April 2016.
Designated Neighbourhood Area	The SDNPA designated part of the Lavant Neighbourhood Area on 14 March 2013 following an application from Lavant Parish Council. The area outside of the South Downs National Park was designated by Chichester District Council on 18 March 2013. Designated Neighbourhood Area.
Proposed Neighbourhood Area	A consultation on an application to designate the Lavant Neighbourhood Area was held between 30 January and 14 March 2013.
