Findon Parish Council (FPC) – as the qualifying body for the preparation of the Findon NDP – initiated a review and update of the Findon NDP in July 2017.

The Findon NDP Update was subject to consultation between 23 June and 10 August 2018 (Reg14 Pre-Submission Consultation) and between 22 July and 16 September 2019 (Reg16 Submission Consultation).  The SDNPA appointed Mr Robert Bryan MRTPI as the Independent Examiner of the Findon NDP Update.  The Examiner published their final report in Autumn 2019.

The Examiner’s Final Report concluded that the proposed housing and local gap policies did not meet the basic conditions and should be deleted.  The report also recommended minor modifications to account for the adoption of the South Downs Local Plan and amendments to Local Green Spaces.  The Examiner advised the SDNPA and parish council to consider an appropriate way forward to update the Plan.  In the end, only the minor modifications (which do not require referendum) were accepted and used to update the Findon NDP.

A referendum was held on the Findon NDP on 03 November 2016.  Further information on the referendum is available on the Arun District Council website.

There was a 25.5% turnout, with the following results:

• Yes = 93.3% (388 votes)
• No = 6% (25 votes)

The SDNPA appointed Mr John Slater as the Independent Examiner of the Findon Neighbourhood Development Plan (NDP).

Findon Parish Council (FPC) suggest a number of amendments to be considered by the Examiner in response to the representations received during the submission consultation.

The Examiner issued their final report in August 2016.

The Examiner recommended the deletion of a number of policies as they were either not land use policies or did not meet the basic conditions.  In response, the parish moved the deleted policies into the following document which sets out a number of community aspirations.

The SDNPA published the Submission Findon Neighbourhood Development Plan (NDP) for consultation between 12 February and 15 April 2016.
