Aldingbourne Neighbourhood Plan

The 2020 NDP Review | Aldingbourne Parish Council (APC) sought to modify the made Aldingbourne NDP in 2020 in light of changes to national and local policy. In doing so, the following was carried out:
Further information is available on the Arun District Council website. The revised Aldingbourne NDP allocates one site for new homes outside the National Park. In addition, the modifications cover, but are not limited to: affordable homes, green infrastructure and ecosystem services, protection of watercourses, non-designated heritage assets, and the protection of bat habitats. Whilst the amendments do not affect policy relating to land in the National Park, it is notable that additional evidence was compiled to support a policy on protected biodiversity corridors which seeks to improve biodiversity in the parish and provide important connections with the National Park. The Independent Examiner concluded that the modifications (whilst in most cases “material”) were not so significant or substantial as to change the nature of the Plan, and so recommended that the revised Aldingbourne NDP be made subject to his modifications. The Examiner’s modifications were made and the revised Aldingbourne NDP, as a result in the SDNPA resolution on 12 August 2021, was formally made part of the Development Plan for the South Downs National Park area of the parish. |
Plan “Made” (Adoption) | The Aldingbourne NDP – i.e., the Submission Plan incorporating the Examiner’s modifications and all other modifications as per the Decision Statement – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, as a result of the SDNPA resolution on 08 December 2016, has been made.
The Aldingbourne NDP is part of the Development Plan for the South Downs National Park area of the parish as defined by the Neighbourhood Area designated on 07 November 2013. The Aldingbourne NDP can be viewed at the following locations:

Referendum |
A referendum was held on the Aldingbourne NDP on 18 October 2016. Further information on the referendum is available on the Arun District Council website. There was a 23.99% turnout, with the following results:

Decision Statement | Arun District Council (ADC) agreed the Decision Statement for the Aldingbourne NDP in September 2016. This sets out the modifications that were made to the Aldingbourne NDP prior to referendum.

Independent Examination | Arun District Council (ADC) appointed Mr John Slater as the Independent Examiner of the Aldingbourne NDP. The Examiner published their final report in August 2016. |
Regulation 16 – Submission Consultation | Arun District Council (ADC) published the Submission Aldingbourne Neighbourhood Development Plan (NDP) for consultation between 08 June to 20 July 2016. The Submission Aldingbourne NDP is available below and its evidence base and submission documents are available on the Arun District Council website. |
Regulation 14 – Pre-Submission Consultation |
Aldingbourne Parish Council (APC) carried out their first pre-submission consultation on the Draft Aldingbourne Neighbourhood Development Plan (NDP) between 03 February and 16 March 2015. The parish council submitted this version of the NDP (and its accompanying documents) to Arun District Council, but this version was not considered suitable for referendum by the Independent Examiner. The parish council carried out a second pre-submission consultation on a revised Draft Aldingbourne NDP between 03 February and 16 March 2016. |
Designated Neighbourhood Area | A consultation on an application to designate the Aldingbourne Neighbourhood Area was carried out between 17 June to 29 July 2013. The SDNPA designated the part of the Aldingbourne Neighbourhood Area that is within the National Park on 07 November 2013. |
