Upham Village Design Statement (UVDS)

Upham Parish Council has submitted the Upham Village Design Statement (UVDS) to the South Downs National Park Authority and Winchester City Council to be adopted as a Supplementary Planning Document.

The South Downs National Park Authority previously carried out a formal public consultation on the Draft UVDS from 28 May to 24 July 2024.  The consultation received ten comments from statutory consultees and residents, and these comments have been used to update the UVDS as appropriate.

The South Downs National Park Authority and Winchester City Council will now carry out a joint public consultation in accordance with the Town and County Planning (Local Planning) (England) Regulations 2012, the South Downs Statement of Community Involvement (April 2022), and the Winchester City Council Statement of Community Involvement (January 2024).  Once the public consultation has closed, the South Downs National Park Authority and Winchester City Council will consider whether to adopt the UVDS as a Supplementary Planning Document.

The joint public consultation will run for a period of 6 weeks from Monday 11 November 2024 (starting at 09:00am) to Monday 23 December 2024 (closing at 23:59pm).

Making a Representation

The South Downs National Park Authority is leading on the joint public consultation as most of the UVDS area is within its local planning authority area.

All representations must be submitted to the South Downs National Park Authority by 23:59pm on Monday 23 December 2024.  You can submit your representation via:

All information held by the South Downs National Park Authority may be subject to release under the Freedom of Information (FoI) Act.  Please be advised that if you make a representation on the Upham Village Design Statement (UVDS):

  • Your name and contact information will be retained by the South Downs National Park Authority for the purposes of this consultation only; and
  • Your representation may be published and may be shared with Winchester City Council and the Upham VDS Steering Group, but all personal details will be removed.
