Westbourne Neighbourhood Plan
Westbourne Parish Council has prepared a Neighbourhood Development Plan (NDP) for Westbourne. Further details are available on the Westbourne Parish Council website.

| Plan “Made” (Adoption) | The Westbourne NDP – i.e., the Submission Plan incorporating the Examiner’s modifications and all other modifications as per the Decision Statement – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, as a result of the SDNPA resolution on 12 August 2021, has been made.
The Westbourne NDP is part of the Development Plan for the South Downs National Park area of the parish as defined by the Neighbourhood Area designated on 27 November 2013. The made Westbourne NDP can be viewed at the following locations:

| Referendum |
A referendum was held on the Westbourne NDP on 29 July 2021. Further information on the referendum is available on the Chichester District Council website. There was a 19.4% turnout, with the following results:

| Decision Statement | Chichester District Council (CDC) agreed the Decision Statement for the Westbourne NDP in May 2021. This sets out the modifications that were made to the Westbourne NDP prior to referendum. |
| Independent Examination | Chichester District Council (CDC) appointed Mr Jeremy Edge as the Independent Examiner of the Westbourne Neighbourhood Development Plan (NDP). The Examiner published their final report in March 2021. |
| Regulation 16 – Submission consultation | Chichester District Council (CDC) published the Submission Westbourne Neighbourhood Development Plan (NDP) for consultation between 12 June and 24 July 2017. The Submission Westbourne NDP is available below and its evidence base and submission documents are available on the Chichester District Council website. |
| Regulation 14 – Pre-submission consultation | Westbourne Parish Council (WPC) undertook two pre-submission consultations on the Draft Westbourne Neighbourhood Development Plan (NDP). The first was carried out between 26 February and 22 April 2016, and the second was carried out between 14 November 2016 and 06 January 2017.

| Designated Neighbourhood Area | A consultation on an application to designate the Westbourne Neighbourhood Area was held from 09 September to 21 October 2013. The SDNPA designated the part of the Westbourne Neighbourhood Area that is within the National Park on 27 November 2013. |
