Hurstpierpoint and Sayers Common Neighbourhood Plan

Hurstpierpoint and Sayers Common Parish Council (HSCPC) has prepared a Neighbourhood Development Plan (NDP) for Hurstpierpoint and Sayers Common.  Further details are available on the Hurstpierpoint and Sayers Common Parish Council website.

Plan “Made” (Adopted) The Hurstpierpoint and Sayers Common NDP – i.e., the Submission Plan incorporating the Examiner’s modifications and all other modifications as per the Decision Statement – complies with the legal requirements and basic conditions set out in the Localism Act 2011 and, as a result on the SDNPA resolution on 14 March 2015, has been made.

The Hurstpierpoint and Sayers Common NDP is part of the Development Plan for the South Downs National Park area of the parish as defined by the Neighbourhood Area designated on 13 September 2012.

The Hurstpierpoint and Sayers Common NDP can be viewed at the following locations:

  • South Downs Centre, North Street, Midhurst, West Sussex, GU29 9DH.
  • Mid Sussex District Council, Oaklands, Oaklands Road, Haywards Heath, West Sussex, RH16 1SS.
    Referendum A referendum was held on the Hurstpierpoint and Sayers Common NDP on 12 February 2015.  Further information on the referendum is available on the Mid Sussex District Council website.

      There was a 42% turnout, with the following results:

      • Yes = 92.4% (1,972 votes)
      • No = 7.6% (162 votes)
      Decision Statement Mid Sussex District Council (MSDC) agreed the Decision Statement for the Hurstpierpoint and Sayers Common NDP on 01 December 2014.  This sets out the modifications that were made to the Hurstpierpoint and Sayers Common NDP prior to referendum.
      Independent Examination Mid Sussex District Council (MSDC) appointed Mr Nigel McGurk as the Independent Examiner of the Hurstpierpoint and Sayers Common Neighbourhood Development Plan (NDP).  The Examiner published their final report in September 2014.
      Regulation 16 – Submission Consultation Mid Sussex District Council (MSDC) published the Submission Hurstpierpoint and Sayers Common Neighbourhood Development Plan (NDP) for consultation between 10 April and 13 May 2014.  The Submission Hurstpierpoint and Sayers Common NDP is available below, and its evidence base and submission documents are available on the Mid Sussex District Council website.

          Regulation 14 – Pre-Submission Consultation Hurstpierpoint and Sayers Common Parish Council (HSCPC) carried out a pre-submission consultation on the Draft Hurstpierpoint and Sayers Common Neighbourhood Development Plan (NDP) for 6 weeks in April and May 2013.
          Designated Neighbourhood Area A consultation on an application to designate the Hurstpierpoint and Sayers Common Neighbourhood Area was carried out between 15 June and 03 August 2012.  The SDNPA designated the part of the Hurstpierpoint and Sayers Common Neighbourhood Area that is within the National Park on 13 September 2012.
